This is an action by the Virus system where it quarantines the file License.dll. If this happens then restore it from its quarantine folder and inform the checker that it is safe.

This happens because Avast currently sees it as what is known as a false positive and quarantines it.

You could raise this with Avast to have the file recognised as OK.
