Actually I'm lloking for a way to modify a PCB library component to fit one PCB requirements without changing the component library.

to be more precise, please see the picture below:

I need to create more clearance for the two tracks between pads in the connector CNINPUT.
My target is to have only for the PAD near the tracks only bottom layer PAD (red tracks are TOP layer), but I can't find a way to modify like this.

Create a new pad style by copying the current one used for the footprint, then use BY LAYER to make the top side Round 0.00 in size.

Select the pads you want to change, right click to bring up Properties, then select Alternate Pad Style and select the new pad style you've created.

One thing you will have to be aware of is that if this is a plated through hole then the plating down the barrel of the hole will be effected.

It is more advisible to keep a small land on the pad on the top side. Also be aware of what minimum annular ring your PCB fabricator requires.

If you talk to your fabricator you may be able to use an oval pad shape so that there's plenty of annular ring in the X direction but a less than normal annular ring in the Y direction.
