How can I select one of the two object that are overlapping on the same layer?

For instance see the below image:

I can't select the small segment below the text 3 independently from the level of zoom.
They are both on silkscreen layer.

The only way is to move the text, then select segment, then reposition text. Do you have any suggestion to do this faster?

Select Next is intended for that situation. Select both items first,
