Posted - 27 Apr 2015 : 14:17:09 I use PCB Libraries. https://www.pcblibraries.com/ The "Pulsonix" license outputs either a .PLX file or a PADS ASCII Decal which you can import into Pulsonix. Importing the PADS ascii gives you a more complete footprint with outlines on PADS layers 20 and 25 that you can change to "Placement Area" and "Body Area" in Pulsonix. I was one of the Beta testers before the software release but I still try to be objective and balanced when recommending it.
I've registered on SNAPEDA http://www.snapeda.com/ and have uploaded a handful of Pulsonix footprints there for non-standard footprints created directly in Pulsonix but found that they haven't got everything working correctly yet - notably any support for Pulsonix. Users can request footprints but when they are uploaded you don't get a notification - and you can only download your own Pulsonix footprints, not any others that have been uploaded. SNAPEDA have told me that they plan to fix the Pulsonix upload part of the site in mid July this year.
