Is it possible to automatic place snap point with constant pitch along a curved segment?

Assuming this is on the board outline that was imported, you would have to add something to its originating form and read it into Pulsonix as say DXF, then use construction lines to pick up on those points

i have a complex polyline with many segments with different angle , so it seems it doesn't work. How can i do?

You can achieve this by using construction lines from the arc center
